Japanese, Thai Farming Zones to Mutually Provide Rice upon Disaster

Japan Economic Newswire -- SINGAPORE -- August 21, 2012 -- Rice farmers, processors and traders in major Japanese and Thai rice production zones have broadly agreed to mutually provide rice upon a disaster, Thai government sources said Tuesday.

The agreement on the first such Japan-Thailand cooperation project follows the devastating earthquake-tsunami disaster in northeastern Japan and massive Thai floods last year.

Agricultural cooperatives and rice processors in Thailand's Nakhonsawan Province will provide Japan with rice and rice-based products including noodles if a serious disaster hits Japan.

If Thailand faces such a disaster, rice farmers and processors in Niigata Prefecture will send packed rice as emergency food to Thailand, which lacks emergency food production technology.

They plan to sign a memorandum on the mutual rice supply agreement in the near future, gaining support from the Japanese and Thai central governments and relevant local authorities, the sources said.

The bilateral project also envisages the joint development of rice-based food products such as rice bread for export to other Asian countries as well as Europe and the Americas where many people reportedly suffer from wheat allergy.

The Thai side may get advanced Japanese rice-processing technologies through the project, while the Japanese side may take advantage of rice sales channels of Thailand known as a major rice exporter.

"We'd like to spread the project to other rice farming zones in Japan," said Shinji Hosotsubo, an adviser to the Thai Ministry of Industry.
